Overview
The Minnesota Expanding Opportunity Fund Program offers long-term loans to nonprofit corporations, Tribal economic development entities, and community development financial institutions (CDFIs) to increase lending activities and provide financing to small businesses across Minnesota. The goal is to promote economic inclusion and business growth in underserved communities. A total of $10 million has been appropriated for this one-time loan program, available until June 30, 2025, or until funds are exhausted.

Eligibility Criteria/General Requirement:
Eligible applicants include:
Nonprofit corporations
Tribal economic development entities
Community development financial institutions (CDFIs)
Additional requirements:
Fewer than 100 full-time equivalent positions
Meet the statutory definition of a CDFI as per U.S. Code Title 12, Sec. 4702
Currently enrolled and participating in eligible federally funded state programs
Demonstrate technical skill, familiarity with funding sources, and capacity to manage loan portfolios
Must track loans using appropriate accounting practices and cooperate with other development organizations
Grant Requests Not Accepted: Not applicable – this is a loan program.
Application Deadline: June 30, 2025 or until all funds have been exhausted, whichever comes first
