Overview
The federal Infrastructure Investment and Jobs Act (IIJA) was signed into law on November 15, 2021, allocating approximately $65 billion for broadband development across the country. The Office of Broadband Development (OBD) at the Minnesota Department of Employment and Economic Development (DEED) has been designated as Minnesota’s Eligible Entity to manage the state's broadband funding, including the BEAD program.

At the federal level, the National Telecommunications and Information Administration (NTIA) under the U.S. Department of Commerce administers the BEAD program. Minnesota must follow NTIA guidelines when distributing grant funds to ensure alignment with federal objectives.

Eligibility
Eligible applicants include:

  • Private companies

  • Cooperatives

  • Nonprofit organizations

  • Public-private partnerships

  • Local governments

  • Indian tribes

  • Public utilities & private utilities

  • Public utility districts

  • Other internet service providers (ISPs)

  • Consortiums and partnerships (e.g., two providers partnering to serve a project area)

Eligible Locations
Broadband projects must include only locations designated as eligible for BEAD funding through the BEAD Challenge process and approved by NTIA.

  • Unserved locations: Areas without reliable broadband service at speeds of at least 25Mbps download / 3Mbps upload.

  • Underserved locations: Areas with broadband service at speeds of at least 25Mbps download / 3Mbps upload but below 100Mbps download / 20Mbps upload.

  • Reliable broadband service includes fiber, coaxial, or licensed/licensed-by-rule fixed wireless technology.

Matching Funds Requirement

  • Applicants must provide matching funds in cash to cover any portion of the project not covered by the grant.

  • The match can come from private or public sources, as long as the funds are available for such use.

  • The grant funding period starts from the date this Request for Proposals (RFP) is issued.

  • No reimbursements will be made until a grant contract is fully executed.

  • May 21, 2025 (4:30 PM CT)

  • July 10, 2025 (4:30 PM CT)

Funding Purpose & Outcomes
The BEAD program is designed to ensure equitable broadband access across Minnesota, prioritizing diverse populations experiencing inequities.

  • State policies on diversity and inclusion will be incorporated where possible while complying with federal guidelines.

  • The goal is to bring high-speed internet to every unserved and underserved location in Minnesota.

  • Outcomes will include the successful execution of contracts over NTIA’s four-year construction period, ensuring broadband access expansion.
