Overview
It is the intention of the City to solicit proposals from qualified firms for the operation and day-to-day management of the Minneapolis Municipal Parking System. The system consists of a series of off-street Parking Lots and Ramps and the collection of the on-street metered parking system.
The City of Minneapolis (hereinafter referred to as the City) makes this Request for Proposals (hereinafter referred to as the RFP) in order to select a qualified Parking Management Firm (hereinafter referred to as the Contractor) for providing Professional Parking Operations and Management Services (hereinafter called the Contract).
The Contract is generally described in the “Scope of Services” (Attachment B), contained within this RFP, including descriptions of roles, responsibilities, and relationship of the Contractor, City, and other parties involved in the Contract.
The Contractor shall assume fiduciary duty to conduct parking operations in the best interests of MPLS Parking, the City of Minneapolis, and must exercise good faith and integrity in handling the business on behalf of the City.

Eligibility Criteria/General Requirement:
The Contractor must have demonstrated experience in the parking operations field.
Proposals should include documentation demonstrating experience in:
Number of years in the parking operations business.
Past or current experience operating five (5) or more parking facilities in the same city, owned by a single public or private entity, with a minimum of 5,000 total parking spaces.
Experience managing multiple automated parking facilities utilizing centralized reporting, monitoring, and invoicing systems.
Experience providing security services (through licensed subcontractors) at several facilities, each with a minimum of 500 spaces.
Ability to manage financial operations with approximately $2,000,000 monthly float (via cash-on-hand, line of credit, or equivalent).
Experience processing/administering web-based and credit card payments.
Proof of current PCI DSS Level 1 Validated Service Provider certification (must remain in effect throughout the agreement).
Provision of an experienced General Manager capable of managing operations of this size and complexity.
