Overview
The Small Cities Development Program (SCDP) provides funding to cities, townships, and counties for projects related to housing, public infrastructure, and commercial rehabilitation. Projects must meet one of three federal objectives: benefiting low- and moderate-income individuals, eliminating slum or blight conditions, or addressing urgent public health or safety threats. Applicants must document need, potential impact, and cost-effectiveness, and public involvement is required to ensure transparency and community engagement.
Grant Amount:
Maximum of $600,000 for Single Purpose projects
Maximum of $1.4 million for Comprehensive projects
Leveraging additional resources is encouraged

Eligibility Criteria/General Requirement:
Grants available in three categories: Housing Grants, Public Facility Grants, and Comprehensive Grants.
Housing Grants: Funds for local governments to rehabilitate owner-occupied or rental housing for low- and moderate-income individuals. Flexible loan terms; repayments fund future projects.
Public Facility Grants: Support wastewater treatment projects and water infrastructure such as wells and water towers.
Comprehensive Grants: Combine housing and public facility projects; may include economic development loans for local business improvements in commercial districts.
